The Vaad for Eruvin, the National Eruv Institute, was organized to help communities in the construction and checking of Eruvin that have already been approved by a Rav Hamachshir. The Vaad does not render halachic rulings. It offers practical guidance on how to keep Eruvin halachically valid according to the psak of the Rov Hamachshir.
Thus, in my opinion, the Vaad, headed by Rabbi Mordechai Paretzky and Rabbi Baruch Gore, of Chicago, serves an important purpose and has my endorsement.
